Multi-Residential Compliance & OC Resolution


Project Overview


Six-townhouse residential development in Pymble facing significant approval and Occupation Certificate complications during the final construction and compliance stages.


The Challenge


The project became heavily delayed due to ongoing conflicts and unresolved issues between:

  • Certifier 
  • Architect 
  • Builder 
  • Council 
  • Developer 

One of the major issues involved the accessible landscape pathway. While compliant on documentation, the constructed levels and site slope created accessibility problems on-site, resulting in a non-compliant stepped access arrangement.

Several proposed solutions required:

  • expensive redesign 
  • loss of usable space 
  • installation of a lift system 
  • major construction modifications 

Additional complications included:

  • fire compliance concerns 
  • access compliance matters 
  • approval coordination delays 
  • ongoing negotiations preventing Occupation Certificate approval 



Our Involvement


Green Design Sydney was engaged to review the project holistically and identify a practical, approval-focused solution.

Instead of introducing a costly lift solution, we developed an alternative compliant access strategy that:

  • minimized construction changes 
  • protected valuable building space 
  • reduced unnecessary cost escalation 
  • satisfied approval requirements 

The implemented solution resolved the issue with an approximate construction cost of only $2,000.

We also coordinated and resolved:

  • fire compliance issues 
  • accessibility matters 
  • approval coordination concerns 
  • final BIC-related matters for the building 



Outcome


  • Occupation Certificate pathway resolved 
  • Complex compliance matters negotiated successfully 
  • Major redesign costs avoided 
  • Practical accessibility solution achieved 
  • Fire and access issues resolved 
  • Building regularisation completed through BIC approval process
